The HRCP is the 10th Research Consultative Panel of MPC under the Productivity and Quality (P&Q) research initiative. It was established in August 2000 with the support of the Ministry of International Trade and Industry (MITI), and in accordance with the MPC’s needs as specified under Section 7B (1) of the National Productivity Council (Incorporation) (Amendment) Act 1991.
 
       
 
  Terms of Reference (TOR)
 

 The HRCP has the TOR of:

-1. To advise MPC on human resource issues and challenges with the view to enhance national competitiveness
 -2. To guide MPC in the development and implementation of programs on research, training, system development and promotion of best practices in human resource management
 -3.To provide human resource materials or inputs to various government platform in the areas of productivity and quality
